136.03 REMOVAL OF SNOW, ICE, AND ACCUMULATIONS.
The abutting property owner shall remove snow, ice, and accumulations promptly from sidewalks. If a property owner does not remove snow, ice, or accumulations within 24 hours, the following procedures shall be implemented:
- The Police Chief shall issue a notice and leave it at the residence that the snow, ice, or accumulations shall be removed within 24 hours.
- Upon failure to remove the snow, ice, or accumulations by the resident/owner, the Police Chief will issue a City citation. Anyone violating the provisions of this section within a one-year time limit shall be subject to the following fines:
- For the first violation, a $25.00 fine shall be imposed
- Upon the second violation, a $50.00 fine shall be imposed
- Upon the third offense, a $100.00 fine shall be imposed.
The abutting property owner may be liable for damages caused by failure to remove snow, ice, and accumulations promptly from the sidewalk. (Code of Iowa, Sec. 364.12[2b & e])
SNOW PARKING NOTICE:
SNOW EMERGENCY – IMPOUNDMENT AND OTHER PENALTIES.
- No person shall park, abandon or leave unattended any vehicle on any traveled portion of a public street, alley or City-maintained off-street parking area during any snow emergency parking ban unless the snow has been removed or plowed from said traveled portion of the street, alley or City-maintained off-street parking area and the snow has ceased to fall. A snow emergency parking ban will be put in place when any accumulation possibly requiring clearance is forecasted. The emergency shall continue through the duration of the snow or ice storm and 48-period after cessation of such storm, except as above provided upon streets which have been fully plowed and opened.
- Such a ban shall be of uniform application, and the City Clerk is directed to publicize the requirements, using all available news media in early November of each year. Where predictions or occurrences indicate the need, the Maintenance Director, Police Chief or City Clerk shall post notice on City Hall door, to City social media page and City website to publicize the emergency ban and parking rules. The emergency shall be extended or shortened when conditions warrant upon proclamation by the City Mayor.
- The foregoing prohibition shall be modified within the Commercial Business District within the downtown area as follows:
A. On Railroad Street from Douglas to Webster
B. On Webster Street from Railroad to Filmore
C. On Kansas Street from Dodge to Colfax
D. On Douglas from Railroad to Kansas - The foregoing prohibition does not apply to the area described in Paragraphs 3(A) through 3(D) during normal business hours of 7:00 a.m. to 10:00 p.m.
- A violation of this section is a scheduled violation and subject to a fine of fifty dollars ($50.00). Admitted violations may be charged upon a simple notice of a fine of fifty dollars ($50.00) payable at the office of the City Clerk. If such fine is not paid within five (5) business days, a complaint may be filed as provided by the Code of Iowa and the City of Afton’s Code of Ordinances.
- In the event any vehicle is in violation of this section, the Mayor, Maintenance, Police Chief, or any contracted public safety officer of the City is authorized to cause to be removed or to have towed or otherwise remove such vehicle to such place as the Mayor, maintenance, Police Chief, or any contracted public safety officer of the City may from time to time direct. The owner of such impounded vehicle shall be responsible for the cost of towing and storage.

- Mowing Bids for 2025
- Mowing needed for approximately 20-acre cemetery: Weekly
- Weed eat around monuments, buildings, trees, benches & fence lines: Bi-weekly
- Coordinate with Board regarding mowing prior to special occasions: Memorial Day, Mother’s Day, Father’s Day, July 4th, Labor Day and Cemetery Walk, etc.
- End of year clean up Peonies
- Must submit Questionnaire with bids. Questionnaire can be picked up at city hall. Questionnaire

The City of Afton is accepting several applications for the Rec Board. This is a volunteer position. Applications need to be submitted by Noon on Friday, August 30, 2024. Please drop off, leave in door drop box or mail to City Hall. If you have previously submitted a Board Application, please contact us if there are any changes to your application and you still wish to be considered.

Pet Licensing:
All dogs and cats within city limits must be licensed with the City of Afton yearly and show proof of up-to-date Rabies vaccinations.
All dogs must be on a leash within city limits. This includes Greenlawn Cemetery, Afton Park, walking trails, Afton Lake and the Afton Rec Field. It is also the owner/handler’s duty to clean up and dispose of feces of the animal upon public property, park property, public right-of-way, or the property of another person.
